This is my reply to your email; I have issues with regard to this "investigation" being given back to the OPP to investigate by the OIPRD.

Firstly, the battery and kidnapping of myself by trespassers who had no arrest warrant is a problem.

 Second, is classification of these criminal acts as "less serious in nature" by the OIPRD so that this "investigation" was turned over to the organization that not only employs my perpetrators, but protects them and is pressing to have me speak to an investigator who should by all rights recuse himself from this case on grounds of undue influence and the fact that  the OPP cannot remain as a neutral party in this matter due to the history of facts of which they are well acquainted, and which they have done nothing but cover-up for years in regard to my husband, Glen Kealey's allegations beginning with the Kanata OPP detachment.

My being given the condition that this trespassing, battery, and kidnapping will not be investigated unless I submit to interrogation by the same organization who employs the criminals who did this to me is comparable to the Catholic Church's investigating their own perpetrators; nothing was done but a cover-up. This is, after all, the only purpose of an investigation done from within the offending organization.

I should not have to submit to a"investigation" that is being directed to invalidate and hide these crimes. I did not care for the manner in which I was initially spoken to; it has set the scene for what I can expect from whoever is running this so-called investigation and comes from a mindset that has already decided that what I have to say should not be validated in any way, but that anything I say should be minimized and denied, and the report will be round-filed by the OPP and the OIPRD. It will be covered up.

I was subjected to emotional trauma as a result of the event itself as well as the resulting illegal events following because of the actions of the OPP; so I filed a complaint with the OIPRD in order for an INDEPENDENT party to investigate, not for this to be turned back over to the OPP, who will not remain neutral in this matter, given their history.

Perhaps the OIPRD, an allegedly independent civilian board that investigates complaints made against the police is not so independent after all. I wonder who is directing them.

If you and any other parties within the OPP want a proper TRUTHFUL investigation done, one that requires my physical presence in which you and I have face-to-face contact and in which you can properly and fully assess my responses and in which I can as well assess your intent and actions, then and only then will I be prepared and able to answer any questions you may have about :

1-my kidnapping
2-my rape by Vic Toews, your former solicitor general
3-the murder of Tom Byberg, your OPP informant at the Kemptville District Hospital

A face-to-face interview of myself requires that I am legally and permanently returned to my home at 908 County Road 18 in Oxford Mills, Ontario where I was LEGALLY residing with my Canadian husband prior to my kidnapping by the OPP August 21, 2015.

I am making it clear to you, Sergeant Warren et al,that nobody tells me what to say or do. I will not be intimidated into supporting presumptions made about me that are not true (that I am being directed as to what I tell you) by the OPP and whoever is directing this "investigation".

Since I have been told by you that not wanting to submit and allow you to tape a statement about what happened to me will be classified as being uncooperative and will result in this complaint being dismissed, then I suggest that this statement by you to me is the result of a think-tank, and therefore I am left with the only alternative available to me, which is to post both your email to me and my reply on the net. Let whoever reads this along with all the accrued information there be the judge of the OPP's real intent.

I was called by Debra D'Agostino of Hydro One today at 4:51 eastern time, after it was noted that Hydro One has been on the net and has read the latest post I have put up. Is Hydro One worried about what they involved themselves in in their attempt to acquire our property, of which I am an owner of too?

She informed me that Hydro One is giving us "one last chance" to pay the over $13,000.00 bill that Hydro One is generating and attempting to foist upon us, and that they will be coming to our property "to install a load limiter" on our lines so that my husband, Glen Kealey, will not be able to have even basic survival energy to cook, heat, take a shower and wash the the clothes, which by the way are washed in the tub, because we could not use the washer,broken due to massive electro-magnetic power surges, and then could not afford to have clothes washed at the laundry since our seventy-five year old tenant Tom Byberg was murdered Feb. 18, 2015, a crime of which Hydro One is complicit in, as well as being complicit in my kidnapping August 21, 2015. They continue to send in huge electrical surges to our property and are conspiring along with Bell, who is trying to prevent my husband from having phone communication with me by hanging up our calls and preventing me from getting through when I call back, something they have done for the past almost six years, assisted by others in the security communications sector.

I have told Ms. D'Agostino, and as well have no problem stating this publicly, that all those in Hydro One involved in this and by installing a load limiter on the lines of our property will at that point have made themselves accountable to CREATION for their actions. Upon your deaths, natural, or due to illness, which by the way is how god deals with his own, you will all turn yourselves in under the jurisdiction of CREATIONS PINEAL COURT, which is where all of you must pass through before you can go anywhere else. You will be convicted for your part in attempted murder, conspiracy to commit murder, murder, kidnapping, misprision to/conspiracy to commit the "LOO at The SOO", which is a planned mass genocide, and that charge will become one of genocide upon the act committed, even if you did not actually press the button or physically commit the acts yourselves.

As I told Ms. A'Agostino today in my reply, CREATION is also giving all of you at Hydro One a chance to "come clean" by not acting out on your criminality. You are being given an opportunity by CREATION to be allowed life in the fifth dimension, the next universe. By putting a load limiter on the power line of our property, you will have let CREATION know that you have chosen eternal death over life and therefore will not be going on to the next universe along with 7 billion people waiting there for this debacle to be ended in this universe.

OPP ATTEMPTING TO CONDUCT THEIR OWN INTERNAL INVESTIGATION OF THEIR CRIMES AGAINST ME, JENNIFER KEALEY, SECRETARY GENERAL OF THE CANADIAN INSTITUTE FOR POLITICAL INTEGRITY

Today I was given a phone number of someone calling our home in Oxford Mills by my husband: (613)281-2194. I returned this call and a man on the other end identified himself as a George Warren,SGT., of the Smiths Falls OPP detachment, who said he had been assigned to investigate the complaint I made with the the Office of The Independent Police Review Director on December 25, 2015, file # E-201512251830007968, letter of acknowledgement received from a Linda Pestrin dated January 11, 2016, in which she classified my complaint as  one that is " less serious in nature" that can be resolved by meeting with a representative of the detachment.

"Less serious in nature"? Since when is entering private property which is also classified as a sanctuary, of which is known by the Kemptville OPP, and literally dragging and lifting me off the property and then handcuffing me and throwing me into the back of an OPP cruiser to the OPP jail and handing me over to CBSA who acted without a judges order "LESS SERIOUS IN NATURE"?

The operative word here is within the title of The Office of The INDEPENDENT Police Review Director. George Warren tells me that he has been assigned the task of investigating my complaint after my complaint was referred back to the OPP. Since when does the OPP, the perpetrator of a serious crime against me, get assigned the task of investigating the crime? A crime of trespassing illegally and without permission onto our property and kidnapping me, which is what it is since there was no warrant issued, then turning me over to the biggest Criminal cabal in Canada who state that THEY are the government of Canada, and who are committing treason AND making decisions based upon what their foreign boss tells them to do and is not done in the interest of Canada?

The actions of the Kemptville OPP in their perpetration/crime of kidnapping, and physical battery of my person, along with their planned intent to commit this crime have placed them in the category of misprision of treason against Canada because they are cooperating with those within the CBSA who are in fact committing treason in their activities against Canada.

A proper investigation would lead to evidence of the murder of Tom Byberg, an OPP informant at the Kemptville hospital on February 18, 2015, and the cover-up of that murder by a part-time coroner, friendly with the government of Ontario, the Ontario Provincial Police, and the Ottawa-Carlton Detention Center. This so-called coroner, who had a conversation with me, where it became evident that his only interest was a cover-up of this OPP connection as well as the Kemptville Hospital's administration and Board of Directors in it. The victim was under the legal guardianship of my husband, Glen Kealey, as well as being a tenant for 15 years on the farm. This is not a minor complaint "less serious in nature" as proposed by the Office of The Independent Police Review Director. The OPP, getting rid of a critical witness should not be investigated by the OPP itself. I, Jennifer Kealey, must be allowed by the government of Canada and the Province of Ontario to return to the farm property in which I am part owner with my Canadian husband so that I may participate directly into an INDEPENDENT investigation. 

I await any legal documentation making my return to Canada immediate and can be reached through my husband at (613) 258-2893 by a properly identified caller on behalf of the government of Canada and the Province of Ontario. 

Unidentified phone calls to the above phone number are not answered as a policy of the Canadian Institute for Political Integrity. 

It should be remembered by all concerned since the loss of trust of the actions of the OPP by the Canadian Institute for Political Integrity has been consistently reinforced since 1992, when the Institute was in fact, created for the purpose of investigating the non-action of the Kanata detachment of the OPP, mandated by the Premier of the day, Bob Rae.

SOLITARY CONFINEMENT FOR KEMPTVILLE OPP DETACHMENT

When my husband, Glen Kealey, made a call to the OPP Thursday, August 20 in the evening, it was because Bell did not fix the broken wire which was laying in the road that they had been called about by my husband a few days previously for, and had simply stopped by and done nothing. This wire led to one of our phones from across the other side of the road and had obviously been severed and was lying in the middle of County Road 18 in front of our driveway. The OPP were called and told about the wire lying IN THE MIDDLE OF THE ROAD. They were NOT called to come onto our property.

When they showed up on August 21 at approximately 8:30 am, they came onto our property without our permission and grabbed me ON OUR PROPERTY AND DRAGGED AND LIFTED ME ONTO THE ROADSIDE OFF OF OUR PROPERTY.

This was done WITHOUT A WARRANT. They TRESPASSED on our property and KIDNAPPED me.

The evidence was presented to the PINEAL COURT and an indictment charging the entire OPP detachment including their Brockville enclave commanders, and a warrant was issued for their arrest upon their arrival at the PINEAL COURT. Each member and commanders will be held until trial in the confines named "LIMBO" (solitary confinement). The charge is KIDNAPPING and MISPRISION of TREASON for their participation in that crime on behalf of The CANADA BORDER SERVICES AGENCY.

What he did not say, but what is proven by the Helen Chabot-Cindy Bordeaux connection (of which I have the email hard copy of) is that this cabal continues their working relationship today, and it is not in the interests of the country in which these people reside- it is at the behest of another entity. The question is, who? WHO benefits...

This letter was handed to me by Jose Valioghli  ALREADY SIGNED AS " REFUSED TO SIGN" AND PRIOR TO AN IMMIGRATION HEARING via teleconference by IRB Judge Francoise Milo, and at which time he stated that the deportation order was NOT TO BE CARRIED OUT, AND I WAS TO REAPPEAR THE FOLLOWING FRIDAY, NOVEMBER 6 at 10 AM.
INSTEAD, I WAS TAKEN BY GUNPOINT from OCDC in the middle of the night on Nov. 2, shackled and put in handcuffs used for mental patients to Pierre Trudeau. International Airport, AFTER we made a stop at VAUDREIL de RIGAUD. I was told by each of these three that they had each been "seated" at Rigaud, which holds them to a high degree of accountability in all of this criminal activity on the part of CBSA.
In the airport, the security stopped us and were arguing with Valioghli that they had never seen a deportation document like this. The woman with Valioghli, Tammy Nobert made the remark to the other CBSA who had a 9mm Glock, that he had left immediately after he had served me this paper on Friday, Oct. 30, and gone to Pierre Trudeau airport to purchase airline tickets to fly himself, Nobert, and me via Air Canada to California. In the meantime, the judge had stayed this action on the part of CBSA.

Glen has not told me if he knows who the third party is, however the prime suspects have always been the bureaucrats in CBSA, starting with Marija Cuvala, Chief of Operations, CBSA, 2nd in line would be Public Prosecution Service of Canada; most likely some unauthorized bureaucrat with access to the till.

Per your suggestion I have faxed a short few paragraphs entitled "Kealey's Payback" to Mr. Galati to sum up what happened and the suggestion of my situation as a "Tory" payback.

I did not get to tell you a few things last night, one of them being that I was told by Tina at Legal Aid about a week before my kidnapping by the CBSA from OCDC November 2, 2015, that I had never been approved for Legal Aid which I had applied for between August 22 and the 28th. When the Crown read their statement in court that they were seeking a resolution to the matter, they had stated that Legal Aid had made the "unprecedented " action of electing an amicus to represent me.....basically, the Crown lied. They were in on it. They brought in an imposter expert witness. The last attorney, Michael O'Shaughnessy according to our investigators, was being paid by a third party. I did not understand this information until I was told by Legal Aid that I never had any aid from them. Why was i never informed of this, and whose responsibility was it to inform me?There is a process in OCDC that the inmates are told about obtaining legal aid which I was not. Was that just an innocent omission?

When I was once again before justice Kimberly Eva Marie Moore in the Brockville courthouse on the date of October 29thfor what I had been told would be a mental health hearing, the Crown, this time represented by Felicia C. O'Hara dismissed the charges. These were charges that were reinstated from the time I was incarcerated August 21-September 11, 2015 and then dropped and i was turned over to the CBSA and deported, then I walked back and the process began again, with charges being laid. Then the Crown dismissed those charges and reinstated the first charges. On October 29, the charges were dismissed and the apparent reaction of the judge was to note this in a typed report that she was working on where she sat and I do not know if this was an act on her part or not. She started she had a problem with the back and forth laying of charges, then dismissing them and reinstating then dismissing etc.

Then I was sent back to OCDC and told I would have a hearing the next morning, Fri Oct 30 downstairs. When I was taken down to an interview room, Jose Valioghli was there and shoved a piece of paper at me which stated I was to be deported Mon Nov 2, 2015. He had already put on it where I would have signed,"refused to sign ". This is the paper that was shown to the airport security that I heard them say that they had never seen a paper like this.

After I was given this paper, I was ushered into another interview room and to my shock, Laila Demirdache was present and rubbing elbows with a woman who represented "the minister of public safety" I continously asked her if there is no government now until Nov 4th when the new government takes their oaths of office, who is the public safety minister you are representing? She refused to answer me. To Laila Demirdache I said," Did you come to finish the job you started on me; that is, screwing me over? I don't want you here, do not speak for me." She told me that legal aid sent her, which by then I knew to be a lie.

Judge Francois Milo stated at the end of the hearing that I had "strong ties to Canada". He stated that I should not be deported to the US on November 2, that this was to be stayed, and that I was to return before him on Friday November 6th at 10 am. When I was returned to the women's dorm and told them what had occurred, they asked me if I had been given the paper that states the judges decision afterwards, because without that paper they can do what they want".That was when I realized I'd been had. The women in the dorm told me to notify the white shirt deputy, which I did by sending a note. I never got a response. Our investigators have hinted that persons within the jail were complicit in the events that occurred.

I was removed from the jail under the conditions which I relayed to you yesterday.

I am going to forward you some emails that a I sent out or were sent to me since my departure.

One last thing; I have been placed back in an area that is unsafe. My past perpetrations and many perpetrators are here in southern California. A team of security/investigators have been sent here to keep an eye on my situation here. This is what CBSA et al intended for me. Our investigators conclude that my being dumped at the Alexandria Bay POE 4 times (2 in the middle of the night) in the conditions they did were attempts to murder me

I have no way to support myself any longer, no transportation, my credit is shot because of this, and no clothing.

I believe this is a criminal conspiracy and that different groups and persons have been involved in it for their own reasons. I do not believe that the CBSA acted upon any police report etc.from my past; I do believe they are acting upon the orders of another person in Canada,  a politician who had me drugged and brought into Ottawa in 1991 for purposes his cabal was involved in.

Three of these 4 forms from OCDC are to do with  me attempting to ascertain whether I had legal aid or not because I had never heard from them, and there was a certificate that would have been issued to me upon which I would have been required to write the name of my attorney on that the jail would have held onto.

I ended up speaking to "Tina" who was the woman I originally spoke with for the initial interview, and whom also had called Glen and spoken to him last August. It was never reported back to me by anyone that I had legal aid. CIPI investigators had told Glen that atty. Michael O'Shaughnessy was being paid by a third party, not legal aid, which I did not understand, until I spoke to Tina again who told me that I had never been ok'ed for assistance from Legal Aid Ontario just prior to the immigration hearing on Oct. 29th.
